Theo Quyết định số 26/QĐ-HĐGSNN ngày 28/6/2025 của Chủ tịch Hội đồng Giáo sư Nhà nước (HĐGSNN) về việc phê duyệt Danh mục tạp chí khoa học được tính điểm năm 2025, Ấn phẩm Khoa học và Công nghệ trong lĩnh vực An toàn thông tin tin (tên tiếng Anh: Journal of Science and Technology on Information Security, sau đây gọi tắt là Ấn phẩm Khoa học) tiếp tục được giữ nguyên mức điểm 0.75 tại cả hai Hội đồng ngành Công nghệ thông tin và liên ngành Điện - Điện tử - Tự động hóa.

Đây là kết quả đáng ghi nhận, phản ánh sự nỗ lực bền bỉ của Ấn phẩm Khoa học trong việc duy trì chất lượng học thuật, đảm bảo quy trình phản biện chặt chẽ, xuất bản nghiêm túc và đồng hành cùng các nhà nghiên cứu trong việc công bố các kết quả khoa học. Việc tiếp tục được đánh giá ở mức điểm 0.75 tại hai hội đồng cho thấy vị thế ngày càng vững chắc của Ấn phẩm Khoa học trong hệ sinh thái các tạp chí khoa học trong nước.

Năm 2025, việc rà soát và cập nhật điểm số các tạp chí tiếp tục được HĐGSNN thực hiện một cách nghiêm túc và chặt chẽ. Danh mục mới phản ánh rõ xu hướng nâng cao chuẩn mực học thuật, thúc đẩy chất lượng công bố nghiên cứu khoa học của các tạp chí trong nước. Trong quá trình này có những tạp chí được tăng điểm nhờ cải thiện về nội dung, chỉ số trích dẫn và quy trình xuất bản; đồng thời cũng có không ít tạp chí bị giảm điểm do chưa đáp ứng đầy đủ các tiêu chí mà HĐGSNN đưa ra.

Việc điều chỉnh lần này thể hiện rõ quyết tâm của HĐGSNN trong việc nâng cao yêu cầu về chất lượng đối với các tạp chí khoa học trong nước. Đây là bước đi cần thiết nhằm thúc đẩy các tạp chí khoa học đầu tư vào nội dung chuyên sâu, nâng cao tính học thuật và uy tín; phục vụ tốt hơn cho quá trình xét công nhận chức danh và tạo động lực cho các cơ sở xuất bản khoa học nâng cao năng lực cạnh tranh trong nước và quốc tế.

Trong bối cảnh đó, việc Ấn phẩm Khoa học giữ vững được điểm số tại cả hai hội đồng là minh chứng rõ nét cho sự nhất quán trong định hướng phát triển, sự nghiêm túc trong công tác tổ chức xuất bản cũng như tầm nhìn chiến lược của Hội đồng biên tập. Từ đó được nhiều nhà nghiên cứu tin tưởng, lựa chọn là nơi công bố kết quả nghiên cứu khoa học, các ứng dụng công nghệ mới và các giải pháp bảo mật tiên tiến phục vụ công tác bảo đảm an toàn, an ninh thông tin quốc gia; ngày càng thu hút sự quan tâm, hợp tác của nhiều nhà khoa học, chuyên gia, cán bộ kỹ thuật trong và ngoài nước.

Với đà phát triển hiện nay, Ấn phẩm Khoa học tiếp tục khẳng định vai trò là kênh công bố học thuật hàng đầu trong nước, chuyên sâu về lĩnh vực bảo mật và an toàn thông tin. Việc được duy trì mức điểm tại hai hội đồng theo Quyết định mới nhất của HĐGSNN một lần nữa cho thấy uy tín và chất lượng của Tạp chí trong hệ thống các tạp chí khoa học Việt Nam. Đây không chỉ là sự ghi nhận cho những nỗ lực không ngừng của Hội đồng biên tập mà còn là động lực để Tạp chí tiếp tục đồng hành cùng đội ngũ nhà khoa học trong việc phát triển nguồn nhân lực chất lượng cao, thúc đẩy công bố quốc tế và đóng góp tích cực cho sự phát triển của nền khoa học quốc gia.

Kỷ yếu Hội thảo

Các bài gửi tham gia Hội thảo (theo định dạng của IEEE, gửi qua hệ thống EasyChair) có chất lượng tốt sau khi qua vòng phản biện sẽ được lựa chọn đăng kỷ yếu (xuất bản trước khi diễn ra Hội thảo, có mã số ISBN). Một số bài xuất sắc sẽ được chọn đăng trên Tạp chí Tin học và Điều khiển học (Viện Hàn lâm Khoa học và công nghệ Việt Nam); Tạp chí Khoa học và công nghệ trong lĩnh vực An toàn thông tin (Tạp chí An toàn thông tin, Ban Cơ yếu Chính phủ ) và chuyên san tạp chí Các công trình nghiên cứu, phát triển và ứng dụng Công nghệ Thông tin và Truyền thông (Tạp chí Thông tin và Truyền thông - Bộ Thông tin và Truyền thông) .Các bài được chọn đăng Kỷ yếu hoặc Tạp chí phải được ít nhất một tác giả trình bày slide tại Hội thảo.

The 2025 International Conference on Cryptography and Information Security (The IEEE International Conference on Cryptography and Information Security – VCRIS 2025) is an annual event organized by the Academy of Cryptography Techniques in collaboration with the Information Security Magazine (Government Cipher Committee) and various domestic and international organizations.

The main theme of VCRIS 2025 is the application of cryptography and information security, with a new focus on quantum science and technology. The conference aims to provide a platform for exchanging and sharing the latest research in the fields of cryptography, information security, and quantum science and technology. The event also offers opportunities for publishing and disseminating advanced research through reputable international publishers. Additionally, the Quantum School within the conference series aims to raise awareness among scientists, experts, educators, and students about the importance of quantum science and its applications.

VCRIS 2025 and the Quantum School are part of the United Nations' International Year of Quantum Science and Technology events, marking the 100th anniversary of the birth of quantum mechanics. The conference proceedings will be published on IEEE Xplore, a highly reputable electronic library system, or in the Journal of Science and Technology on Information Security of the Information Security Magazine (which has been awarded 0.75 points in three fields by the State Professor Council: Information Technology; Electricity - Electronics - Automation; and Mathematics).

Additionally, officials from agencies and units under the Government Cipher Committee will be exempt from fees (for the first author and corresponding author) when submitting papers to the conference.

The VCRIS 2025 organizing committee hopes to receive submissions and participation from agencies and units within the Government Cipher Committee.

Thu hút chuyên gia nước ngoài tham gia Hội đồng biên tập ấn phẩm Khoa học và Công nghệ trong lĩnh vực An toàn thông tin

Mới đây, ấn phẩm Khoa học và Công nghệ trong lĩnh vực An toàn thông tin (thuộc Tạp chí An toàn thông tin) đã kiện toàn Hội đồng biên tập và bổ sung thêm 03 chuyên gia quốc tế uy tín vào đội ngũ chuyên gia của Tạp chí. Đây là một bước đi quan trọng nhằm nâng cao chất lượng, mở rộng cơ hội hợp tác nghiên cứu quốc tế và tiếp tục duy trì được vai trò của ấn phẩm Khoa học là ấn phẩm chuyên ngành duy nhất trong cả nước về lĩnh vực bảo mật và an toàn thông tin.

Hội đồng biên tập có vai trò đặc biệt quan trọng trong việc đánh giá, lựa chọn và định hướng các bài viết, bài nghiên cứu đăng trên ấn phẩm Khoa học. Chức năng của các thành viên trong Hội đồng không chỉ là phản biện và đảm bảo tính khoa học, mà còn định hướng ấn phẩm phát triển nhanh và bền vững trong lĩnh vực bảo mật và an toàn thông tin.

Hiện nay, ấn phẩm Khoa học và Công nghệ trong lĩnh vực An toàn thông tin là một địa chỉ tin cậy cho các nhà nghiên cứu, chuyên gia và những người làm việc trong lĩnh vực bảo mật và an toàn thông tin, với những chia sẻ nghiên cứu mới nhất, cũng như những giải pháp và công nghệ tiên tiến trong lĩnh vực này. Đặc biệt hơn nữa, trong tháng 7 vừa qua, ấn phẩm Khoa học vừa được tăng điểm tại 2 Hội đồng Giáo sư ngành Công nghệ thông tin (0.75 điểm) và liên ngành Điện - Điện tử - Tự động hóa (0.75 điểm). Chính vì vậy, việc kiện toàn Hội đồng biên tập là một bước đi chiến lược quan trọng để đảm bảo rằng ấn phẩm sẽ tiếp tục duy trì được chất lượng và uy tín, đồng thời mở rộng phạm vi ảnh hưởng trong nước cũng như quốc tế.

Ba chuyên gia nước ngoài mới gia nhập Hội đồng biên tập gồm:

- PGS, TS. Ian Welch: Với nhiều năm công tác trong nhiều lĩnh vực như thương mại và công nghệ thông tin trong Chính phủ. Hiện nay ông đang là giảng viên cấp cao tại Đại học Victoria Wellington, New Zealand, với lĩnh vực giảng dậy tập trung về an ninh mạng và sáng kiến học tập trực tuyến.

- TS. Lê Khắc Nhiên Ân: Một chuyên gia giàu kinh nghiệm trong lĩnh vực an ninh mạng. Chương trình Điều tra số và An ninh mạng (FCCI) do ông phụ trách đã đào tạo hơn 1.500 sinh viên đến từ hơn 75 quốc gia, đồng thời cá nhân ông đã xuất bản 03 cuốn sách và tham gia vào hơn 200 công trình và đề tài nghiên cứu. Hiện ông đang là giảng viên Khoa Khoa học Máy tính Đại học Dublin, Cộng hòa Ireland.

- TS. Nguyễn Khoa: Một nhà khoa học trẻ và là chuyên gia đầu ngành trong lĩnh vực mật mã học và bảo mật, ông nguyên là đồng Chủ tịch Chương trình của ProvSec 2020 (Hội nghị quốc tế lần thứ 14 về Bảo mật và Quyền riêng tư thông tin Úc - Á) và từng là thành viên các ủy ban xét duyệt nội dung và chuẩn bị chương trình của nhiều hội nghị, trong đó có Hội nghị Mật mã châu Á - ASIACRYPT (2017, 2021). Hiện ông đang là giảng viên cao cấp của Đại học Wollongong, Úc.

Với bề dày kinh nghiệm trong ngành bảo mật và an toàn thông tin của các chuyên gia nước ngoài, sẽ giúp ấn phẩm Khoa học nâng cao chất lượng các bài báo và nghiên cứu khoa học. Các chuyên gia này đều có mối quan hệ rộng rãi với các trường đại học, tổ chức nghiên cứu và các doanh nghiệp hàng đầu trong ngành, giúp tạo cầu nối giữa các nhà nghiên cứu, tổ chức, doanh nghiệp trong và ngoài nước, thúc đẩy giao lưu học thuật và chuyển giao công nghệ. Việc hợp tác chặt chẽ này sẽ giúp ấn phẩm Khoa học tiếp cận được những nghiên cứu mới nhất, các giải pháp bảo mật tiên tiến và đưa ra những khuyến nghị có giá trị.

Việc bổ sung các chuyên gia vào Hội đồng biên tập là bước đi phù hợp với chiến lược phát triển lâu dài của Tạp chí An toàn thông tin. Dưới sự quan tâm, chỉ đạo và hỗ trợ của lãnh đạo Ban Cơ yếu Chính phủ đã tạo điều kiện thuận lợi cho Tạp chí An toàn thông tin nói chung và ấn phẩm Khoa học nói riêng ngày càng lớn mạnh, hướng tới mục tiêu đẩy mạnh nghiên cứu khoa học trong nước và quốc tế, tiếp tục đóng góp vào sự phát triển của ngành và nhu cầu cấp bách của xã hội trong thời đại khoa học và công nghệ số.

Successfully Organized the Editorial Board Meeting of the Journal of Science and Technology on Information Security in 2024

On September 27th, in Hanoi, the Information Security Journal successfully organized the Editorial Board Meeting of the Journal of Science and Technology on Information Security for the year 2024. Attending the meeting were PhD. Nguyen Huu Hung, Deputy Head of the Vietnam Government Information Security Commission and Chairman of the Editorial Board, along with numerous Editorial Board members, scientists, and experts in the field of information security.

At the meeting, PhD. Nguyen Nhu Tuan, Editor-in-Chief of the Information Security Journal and Standing Vice Chairman of the Editorial Board, summarized the activities of the Scientific Journal in recent times with detailed information. Specifically, the Scientific Journal has continuously improved in terms of publication processes, format, content, and quality of articles. In particular, in recent development efforts, some notable achievements include the issuance of the Working Regulations of the Editorial Board of the Scientific Journal, the increase of scientific points at the Information Technology Council and the Interdisciplinary Council of Electrical - Electronics - Automation to 0.75 points. To aim for membership in international organizations and create more opportunities for the journal’s development, since 2024, all issues published in the Scientific Journal have been fully converted to English.

Besides the achievements obtained in recent times, the Scientific Journal is also facing several challenges that need to be addressed and resolved, such as limited funding to support the activities of the Editorial Board; a limited number of submissions to the Scientific Journal, especially in the specialized fields of cryptography and hardware security; a low rate of international articles and peer review; and a low citation count from international scientific articles.

Through discussions and exchanges at the meeting, the Editorial Board members agreed that it is crucial to establish appropriate management mechanisms in terms of expertise to enable the journal to develop even further. Additionally, upgrading the online peer review system is necessary to enhance the quality and ensure convenience for authors and reviewers using the system. Furthermore, strengthening the training and professional development for staff directly involved in publishing is also extremely important, as it contributes to building a solid foundation for the robust development of the Scientific Journal in the future.

After receiving valuable feedback from the Editorial Board members during the meeting, the Journal has promptly adopted these suggestions and plans to implement concrete measures to overcome the current challenges as well as improve and upgrade the journal's system and publication process.

The annual Editorial Board Meeting of the Journal of Science and Technology on Information Security has significantly contributed to the development of the Information Security Journal. With the achievements accomplished and the editorial team’s continuous commitment to improvement, the Scientific Journal will continue to affirm its position as a leading academic publication nationwide, sharing in-depth research and scientific works with high applicability in the field of information security. The consensus and contributions from the Editorial Board members will be a strong driving force for the Information Security Journal to continue to develop and reach new heights in the future.

Journal of Science and Technology on Information Security in the field of Information Security was increased in points at 2 specialized and interdisciplinary Professor Councils

In 2022, according to Decision No. 42/QĐ-HĐGSNN approving the list of scientific journals for scoring in 2022, the Journal of Science and Technology on Information Security was awarded 0.5 points by the Council for Professorship in Information Technology and 0.5 points by the Electrical-Electronic-Automation Interdisciplinary Professor Council. Recently, on July 5, the State Council for Professorship of Vietnam issued Decision No. 25/QĐ-HĐGSNN dated July 5, 2024, approving the list of scientific journals for scoring in 2024. Accordingly, the Journal of Science and Technology on Information Security increased to 0.75 points in both the Information Technology Professor Council and the Electrical-Electronic-Automation Interdisciplinary Professor Council. This is an important step forward, further affirming the role and position of the Journal in the specialized scientific research field of information security in Vietnam.

The increase in points by the Professor Councils brings many benefits and positive impacts for the publication. Firstly, it is a confirmation of the quality and prestige of the publication, as well as a well-deserved recognition for the efforts and contributions of the publication over time, opening up many new opportunities and prospects for the publication in the future. It is also an important step, helping to attract and encourage scientists and researchers from both inside and outside the country to continue to contribute and enhance the quality of their research works. Additionally, this decision reflects the interest, direction, and support from the leaders of the Vietnam Government Information Security Commission, management agencies, and the scientific research community towards the development of the publication.

Therefore, the Journal of Science and Technology on Information Security faces many new challenges to promote and maintain its position. To achieve this, the Journal will continue to develop and improve the quality of the publication, focusing more on improving the review, editing, and publishing processes; enhancing participation in major domestic and international conferences on security and information safety; and listening to feedback to absorb and address any shortcomings.

The decision to increase points by the State Council for Professorship of Vietnam for the Journal of Science and Technology on Information Security is clear evidence of the relentless efforts of the staff and editors. This is not only a significant advancement for the Journal but also a source of pride and motivation for the Journal to aim higher, join prestigious scientific organizations worldwide, and leverage the strengths of the only specialized publication in the country in the field of information security.

Invited to write articles at the Cryptography and Information Security Conference - VCRIS 2024

The first IEEE International Conference on Cryptography and Information Security - VCRIS 2024 is expected to be held on 3-4/12/2024 at the Academy of Cryptography Techniques – Vietnam Government Information Security Commission (VGISC). VCRIS 2024 Conference aims to create and develop an academic exchange environment, promoting basic scientific research activities, applied science on cryptography and information security in Vietnam and the world.
VCRIS 2024 Conference is attracting special attention from experts, researchers, and scholars in the field of Information Security and Security. Hội thảo trong nước: The XXVII National Conference - VNICT 2024 is about to take place with the theme "Data Science and Applications"

The XXVII National Conference " Some Selected Issues on Information and Communication Technology" (VNICT 2024) organized by the Institute of Information Technology - Vietnam Academy of Science and Technology and Nha Trang University co-organized in Nha Trang-Khanh Hoa on October 11-12, 2024. The conference had the coordinated participation of the Club of Faculties, Schools, and Vietnam Institute of Information and Communications Technology (FISU).

Papers submitted to the Conference (in IEEE format, sent through the EasyChair system) that are of good quality after passing the review round will be selected to be published in the proceedings (published before the Conference, with code number). KSE Conference 2023 is one of three highly prestigious seminars in the Information Technology industry held annually in Vietnam and a number of countries around the world, attracting special attention from researchers. research in the field of Knowledge and Systems Engineering. Information Security Journal is counted for scientific works by the State Council for Professor Title of Vietnam from 2020

On June 30^th, 2020, the State Council of Professor Title approved the List of Counted Scientific Journals in 2020, including “Journal of Science and Technology on Information Security” published by Information Security Journal, Government Information Security Commission of Vietnam.

According to Decision No. 18/QĐ-HĐGSNN, the Journal of Science and Technology on Information Security is counted for scientific works by 02 specialized councils: The Professor Council of Information Technology (0.5 point) and Interdisciplinary Professor Council of Electronics - Automation (0.25 point).

The Journal of Science and Technology on Information Security is a periodical academic, scientific, specialized journal in the field of information security. The Jounal aims to create a specialized scientific - technological exchange forum, connecting research, trainning and applications deployment in the field of information security.

Articles published in the Journal must meet scientific quality requirements and must be approved by at least 02 experts from the same specialized field. The review process is conducted in a closed review form according to international standards.

Editorial Board of the Journal is prestigious scientists from training and research institutes throughout the country, especially with the participation of prestigious international scientists from France, Russia, Cuba, Australia, Japan.

After published, the articles will be briefly introduced on the Journal’s website and Information Security Magazine website. The full version will be posted after being published for over 3 months.

The fact that Journal is counted for scientific works by the State Council for Professor Title of Vietnam will help Journal to attract more attention from domestic and international scientists. This is a favorable condition, and also a challenge to maintain and improve the quality of the Journal, aiming to increase scientific points and reach out internationally, continually confirming the leading role of Government Information Security Commission of Vietnam in training and researching on information security nationwide.
